- LOWERED — 产品路径已 lower 该能力并有测试
- PARTIAL — 已 lower 但语义有文档化缺口
- FAIL-CLOSED — 显式拒绝（稳定诊断）
- GAP — 既未 lower 也未显式拒绝（应闭合）
